Very small arm sleeves

The arm guards are very light but the arm sleeves are way too small. According to the size chart 11”-13” bicep should be a medium, the arm sleeve by itself only just fit over my arm (11” bicep) snuggly. With the pads in, I could pull it over my arm, but it pinches at the elbow due to the lack of room.
